Job Description

Highways England is recruiting a Transport Modeller within its Strategy & Planning Directorate. Strategy and Planning are the single focal point within Highways England responsible for providing the corporate strategic planning function. We directly lead on key corporate initiatives, such as the long-term ambition for our Strategic Road and developing our national plans covering route strategies, investment and economic growth. The Directorate is also responsible for providing a strategic planning function for the Strategic Road Network to the Department for Transport (DfT), and is the main interface on behalf of the Company with Office for Rail and Road (ORR) and Transport Focus.

The job holder will be part of a team developing and maintaining the company’s transport modelling platform to enable the robustly forecast of changes in traffic flows to appraisals infrastructure investments.

Key Responsibilities:

  • Capture requirements for the transport modelling platform

The job holder will support the maintenance of regular contact with potential users of the modelling platform within Highways England, capturing and maintaining their analytical requirements, which will underpin the work completed by Senior and Principle Transport Modellers to agree the optimal design of the modelling platform.

  • Maintenance of the transport modelling platform

The job holder will support the delivery of maintenance and development of the modelling platform to meet the requirements identified. This will include keeping it up-to-date for use including reflecting changes in underlying assumptions such as planning data, infrastructure and guidance from the Department for Transport.

  • Integration of Models

The job holder will support the integration of the transport modelling platform with other transport models available to Highways England and will be responsible for extending integration to include any wider model suites, covering environmental or other modelling.

  • Transport Modelling Solutions

The job holder will support the activities necessary to provide the appropriate level of support to those using the modelling platform.

  • Transport Modelling Advice and Company Capability

The job holder will be providing transport modelling advice to all areas of the business, directly supporting the Performance Analysis and Modelling group business partners in the provision of specialist aspects of transport modelling.


The job holder must demonstrate that they have:

  • Have the in depth level of technical knowledge and experience charactised by a Bachelor's level degree in a numerate subject.
  • Have the in depth technical knowledge and experience of some aspects of traffic modelling.
  • Have some technical knowledge of transport models, including the form and function of highway, public transport and variable demand elements.
  • Have some understanding of the statistical properties of the data sets underlying the regional transport models and know how to use and manipulate these.
  • Have some understanding of the extent to which transport models provide the data sets that influence the identification of problems and likely solutions experienced by the strategic road networks.
  • Have some understanding of the use of the outputs of transport models, such as by subsequent AQ and noise models, and be able to advice on the strengths and weaknesses of such outputs.
  • Have some understanding of how and where transport models should be used in the development of evidence bases.
  • Knowledge of and broad experience of using SATURN modelling software.
