Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.
Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads – boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.

We are looking for several Senior Structures Engineers to join the Policy Team as Technical Content Specialists within the Structures Technical & Engineering Groups (part of the Professional Technical Support (PTS) Directorate) based from our Manchester, Guildford, Bedford, Leeds, Birmingham or Bristol offices.
The PTS directorate supports our operational delivery by developing standards and providing specialist technical advice to the wider business. As part of this directorate, the Structures Technical & Engineering Groups take the lead on setting the policy for the development and management of highway structures and are responsible for the technical governance of structural assets, contributing to Highways England best practice on design, construction, management and maintenance.
In these newly created Technical Content Specialist roles, you’ll be working on a high profile and high value piece of work – to review and update the Design Manual for Roads & Bridges (DMRB) which will radically improve the quality and validity of this key document and therefore have tremendous implications for our industry sector. Whilst your role is initially concerned with the DMRB, you’ll still be very hands on within the team as a Senior Structures Engineer, where you’ll apply your expertise as one of our growing team of 40+ expert professionals, using your existing broad experience of highways structures and understanding of structural behaviour, structural risk and potential collapse mechanisms, to develop an expertise in specific technical/specialist areas such as; tunnels, construction and repair materials and techniques, asset management, managing research, committee work or industry liaison, allowing you to contribute to the development of structures related policy and standards.
As a Senior Structures Engineer in our Policy team at Highways England, you will experience a varied and technically challenging workload that will use your significant engineering knowledge, to understand the impact that structural related proposals will have on customers. You will then be empowered to use the credibility that this affords, along with your communication and influencing skills, to challenge technical proposals promoted by others.
This is a great opportunity to develop your career within structures engineering, working with industry leading experts who, like you are dedicated to quality, safety and making a meaningful contribution to the public.
If this sounds like your next career move, please demonstrate how you meet the following requirements (by way of examples) in your CV:
