Job Description

The Role:

As Senior Project Sponsor you will initiate and oversee the delivery of a portfolio of large and/or complex projects, ensuring alignment with Highways England strategic priorities, providing governance and support, ensuring coordination between corporate and project environments and providing leadership and internal challenge to project delivery performance and progress.

Day to Day:

  • Develop and maintain strong relationships with key stakeholders inside and outside of Highways England, building trust, gaining commitment to the programme and individual project objectives and benefits and clarifying and resolving issues and concerns.
  • Oversee the development of the Project Brief and a viable business case for the project/s, that reflect the aims and objectives of the Road Investment Strategy and Highways England Delivery Plan.
  • Ensure that investment proposals fit with the longer-term asset strategy and secure the necessary investment for the business case. Ensure that there is adequate funding for the project throughout all stages of the lifecycle.
  • Develop the project organisation structure and build the right team, ensuring provision of necessary resources and skills, role clarity and clear lines of accountability.
  • Ensure a commercially viable options appraisal is delivered which takes into account a full understanding of the requirement, risks and interdependencies of asset failure throughout the local and strategic network.

About you: 

  • Proven success in leading delivery, and managing diverse teams, in a complex customer facing organisation, using a recognised Programme and Project framework
  • Leader and decision-maker with the credibility to work across corporate and functional boundaries, and ability to work effectively in a political environment.
  • Demonstrable experience of leading people to successful delivery of a project.
  • Demonstrable experience of leading people to successful delivery of a programme of complex and/or high risk projects, and/or high profile / high risk services
  • Evidence of working successfully to influence Programmes, Projects and Project managers both within and outside of the immediate team.
  • Evidence of the successful engagement with internal and external clients and stakeholders, and development of collaborative relationships with delivery partners.
