About Us

Highways England is the new Government company that operates, maintains and improves England’s network of motorways and major A roads. This network is around 4,300 miles long and while it represents only 2 per cent of all roads in England by length it carries a third of all traffic by mileage as well as two thirds of heavy goods traffic, making it the backbone of the country.

We have around 3,500 staff based in seven offices around the country including a uniformed Traffic Officer Service in control centres and patrolling key areas of the network.

Over recent years, investment in our highways has increased leading to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

Job Description

Highways England are looking for a Senior Resourcing Advisor on a fixed term basis, up to 18 months in our Birmingham office to support the internal recruitment team and we deliver a customer focused, effective and efficient service. You will ensure all KPIs are achieved in a timely manner taking into account quality of hire and ensuring a good customer experience for both candidate and hiring manager. You will provide resourcing advice and interpret solutions to resolve queries.

Key accountabilities:

  • Create new job descriptions, working with line managers and Reward to effectively communicate the requirements for the job and how it should be benchmarked
  • Develop attraction strategy, considering different channels and methods to reach the appropriate audience.
  • Manage recruitment timetables to enable candidates to be sourced in time for business requirements
  • Manage job offers including obtaining sign-off of offer packages where required and negotiating offers with candidates
  • Develop communications materials and guidance to support the delivery of resourcing services ensuring alignment to the People Strategy
  • Support the delivery of new / amended resourcing policies to the business
  • Champion knowledge management by ensuring that correct resourcing materials are available across Highways England
  • Provide functional and advisory support across resourcing e.g. providing shortlists of candidates to line managers, notifying shortlisted successful and unsuccessful candidates, and extending and negotiating an offer with a successful candidate
  • Ensuring resourcing processes are fit for purpose and aligned with broader process landscape, escalating if required
  • Measure effectiveness of resourcing activities based on KPIs
  • Day to day contract management for resourcing suppliers, tracking compliance with security, service level agreements, quality and cost

You will have:

  • Experience in end-to-end resourcing
  • Experienced with recruiting at various levels of seniority and skill set
  • Knowledge of recruitment systems, databases and recruitment technology
  • Knowledge of governance guidelines, compliance and regulatory requirements
  • Demonstrates understanding of industry best practice and market trends
  • Evidence of liaising with  line managers in the business in order to deliver against their resourcing requirements
  • Sound communication and advisory skills, including the ability to communicate effectively with customers within the business and candidates outside the business
  • High degree of attention to detail
  • Good problem solving skills
  • Excellent customer service skills
  • Contributes to a positive team environment – is helpful and supportive of other team members and understands team priorities
