Job Description

Highways England are currently recruiting 1 x talented Regional Utilities Diversions Manager

Role Purpose:

  • As Regional Utilities Diversions Manager  you will be required to collaborate with individual project teams in the region across Highways England to provide an empowering, empathetic and supportive service on statutory undertaker diversions and protection works matters that enables individual project teams to deliver the commitments within the Road Investment Strategy and Highways England Delivery Plan with more confidence, pace, efficiency and best value.
  • Provide an effective, proactive and supportive interface to the individual project teams in the region to ensure that external and internal knowledge is cascaded and issues and experience from the region is escalated as necessary.

Responsibilities:

  • Support Learning and Development in the scoping, design, deployment and evaluation of training activities, including workshops, across Highways England focused on the statutory undertakers and the NRSWA processes
  • Support individual project teams in the region within Highways England, whether within the Regional Investment Programme or in other areas of the organisation, in their programming, risk management and stakeholder management work, for example by attending Collaborative Planning workshops
  • Provide ad-hoc support and advice to colleagues involved in schemes in the region across Highways England focused on the statutory undertaker and NRSWA processes
  • Provide a support service through the lifecycle of the individual schemes supported in the region across Highways England, including advising teams during optioneering, design and delivery.
  • Advise on and promote internal strategy for matters relating statutory undertakers and NRSWA processes to colleagues involved in schemes in the region across Highways England
  • Develop, confirm and disseminate Highways England and NSIP best practice with colleagues involved in schemes in the region across Highways England
  • Provide support and expertise to the DCO Programme Management team and project teams within the region and across Highways England

You will have:

  • Significant project and / or programme management experience in the utilities sector or in highways sector with a utilities bias
  • Understanding of NRSWA
  • Delivering improvements to knowledge management systems  
  • Staff training and coaching  
  • Well rounded knowledge and understanding of utility construction activities across main disciplines including water, gas and electricity
