Job Description

The Role

As the internal “Sponsor” of the regional programme, the Regional Sponsor is accountable to the Development & Sponsorship Director for establishing and maintaining an effective delivery strategy for the Regional Investment Programme (RIP) for the region allocated, aligned with the Roads Investment Strategy, Highways England’s Delivery Plan and managed in accordance with the programme agreed with the Capital Portfolio Management team.

Day to Day:

  • Providing support to the Regional Director and other stakeholders to develop and maintain a coherent delivery strategy for the Regional Programme, giving consideration to the requirements of the Roads Investment Strategy and Highways England’s Delivery Plan; the Regional Director is accountable for the regional and project delivery strategies;
  • Establishing and maintaining effective ‘Sponsorship’ of the projects within the regional allocated and ensuring it is adequately resourced;
  • Ensuring there is a strong regional approach to delivering highest standards of Health, Safety and wellbeing for Highways England, its supply chain and customers;
  • Work closely with each Major Projects service areas to drive efficiencies, value and governance;
  • Drive for high levels of health and safety standards to meet our customer needs and quality requirements across the programme;
  • Share best practice examples and any lessons learnt with stakeholders and inter-dependencies;
  • Responsible for monitoring that business and project requirements are met.
  • Building effective working relationships between the Regional business and Highways England’s Strategy and Planning division, its Operations division, and other parts of the organisation involved in shaping delivery standards and customer service strategy;
  • Bringing positive and constructive challenge to the Regional Director and their teams maintaining focus on the programme-wide aims, objectives and outcomes that projects will need to achieve;
  • Develop, own and maintain robust business cases for each project that articulate the material benefits and demonstrate value for money, supported by Highways England’s transport economics (TAME) team.

            About you:

  • A significant track record in successfully delivering major infrastructure projects and/or programme.
  • Demonstrable experience in developing project business cases, in line with MSP methodologies
  • Proven communication skills and a strong influencer at all levels
  • Proven experience of initiating and developing effective relationships with internal and external stakeholders and customers.
  • Experience in successfully leading high performing teams in a matrix organisation
  • Highly collaborative whilst maintaining focus on the outcomes to be achieved; challenging in a constructive and timely manner in support of the project teams
