Job Description

Highways England are currently recruiting 2 talented Project Managers to be based in our Birmingham office. – Smart Motorways Programme

Role Purpose:

As Project Manager you will be required to plan, delegate, monitor and control all aspects of a range of projects, to achieve the project objectives within the expected performance targets for time, cost, quality, scope, benefits and risks.


  • Lead a project team.
  • Develop a business or value management case for new projects.
  • Plan and define project steps, scope project risks and issues, establish plans, reviews milestones and priorities.
  • Develop, update, monitor and report against detailed project plans identifying resource requirements and interdependencies.
  • Know when to commission and manage expert and consultancy support as appropriate; and evaluate and act on such advice to ensure objectives are achieved.
  • Identify, develop, implement and monitor day-to-day support for the project activities including, risk management, financial management and reporting, document control, assurance and governance.
  • Provide quality analysis and progress reporting to the Senior Responsible Owner, Project Board and other senior stakeholders.
  • Lead on stakeholder engagement  and influence relationships specific to project.
  • Plan the migration of services from development into operations.
  • Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts

You will have:

  • Significant experience of working in a structured project management environment (ideally with an appropriate qualification)
  • Proven experience of leading a diverse team to deliver a project
  • Understanding of risk management techniques
  • Writing and presenting project reports to senior stakeholders
  • Commercial skills with ability to negotiate and manage contracts for projects dependent on external procurement /contracts to deliver outcomes.
  • Experience of developing and maintaining collaborative working relationships with supply chain.
