Highways England are currently recruiting talented Programme Risk Manager to be based in our either our Birmingham / Manchester / Leeds office.
As Programme Risk Manager you will be expected provide a governance framework for Risk Management to deliver its Regional Investment Programme (RIP) in a safe, customer and delivery focussed manner.
The role will ensure a strategic programmatic approach to Risk Management is developed and embedded into the RIP.
It will look to continuously improve the people capability, behaviours, culture, tools, processes and systems specific to Risk Management. The role will focus on both service management of a team of Risk Managers across the programme, in a standardised approach, whilst engaging corporately with the organisation and developing Highway’s England’s in-house Risk Management capability.
Demonstrate and engender Highways England values; Safety, Integrity, Passion, Teamwork and Ownership.
Establishing and refining a Programmatic Risk Management strategy specific to the RIP to ensure control of risk and realisation of opportunities.
Leadership of a core team of Risk Managers, ensuring a consistent high quality of service. Nb. Line management of risk managers is through the PMO managers.
Develop close working relationship with the RIP Head of Planning to ensure that time risks are fully understood at both Project & Programme level.
Work across the RIP Programme, building strong relationships with the regional PMO managers.
Developing in-house Risk Management capability.
Act as the focal point for developing Risk Management tools and systems at a Project, Programme and Portfolio level for the RIP, working with external consultants where required to embed new corporate wide systems and tools when deployed.
Through robust Risk Management drive measurable results in terms of reducing Highways England exposure across the RIP.
Acting as a source of authoritative advice on best practice Risk Management thought leadership.
Developing a thorough and ongoing knowledge of Risk Management best practice to improve current processes, mechanisms and tools.
Provide programme and project analysis, identification and reporting trends in; emerging issues, performance and behaviour related to Risk Management.
Developing Quantitative Risk Analysis and Quantitative Schedule Risk Analysis techniques, best practice management and reporting.
Supporting Directors, Project Managers / Sponsors and their teams on the application and interpretation of Risk Management.
Managing resources both direct and indirect to support the programme to meet its Delivery Plan targets.
Ensure that project and programme risk mitigation plans are developed and that risk owners are appointed and plans are managed.
