Job Description

Highways England is recruiting a Programme Office Manager based in our Bristol or Exeter Office. You will manage the decision support resources required to enable effective programme management in the area of business, and its alignment to Highways England strategic objectives.
To advise senior management on the composition of the programme, progress against plans, risks and issues

This is a Fixed Term Contract until the end of June 2017

Key responsibilities:

  • Enable effective programme governance through scrutiny and challenge
    Provide effective planning and reporting functions to enable effective decision making  and monitor progress against targets
  • Manage resources across projects and work-streams effectively, and resolve conflicts/contention for finite resources
  • Act as a source of authoritative advice on PPM procedures, tools and techniques
  • Analyse and manage interfaces and interdependencies to maximise efficiencies and opportunities within the programme
    Assist with identification of threats / opportunities and evaluate implications of aggregate level of risk.
  • Achieve value for money and efficiency savings by actively managing programme to optimise value, realise benefits and ensure lessons learned are acted on
  • Act as Programme Librarian to ensure project and work-stream documentation is compliant with audit and other corporate requirements, best practice and process improvements are identified and shared, and lessons can be learned from programme outcomes

Experience/Skills/Qualifications:

  • Significant experience of working in a structured project management environment (preferably PRINCE2 or equivalent) at PPM level 2 delivering successful projects.
  • Experience of prioritising in order to meet tight deadlines.
  • Experience of engaging effectively with staff at all levels and with different technical understanding to deliver a project.
  • Experience of leading a team to deliver a project.
  • A good understanding of risk management techniques.
  • Experience of understanding the context and implications of technical plans and scheme delivery activities to a sufficient level to enable effective decisions to be taken.
  • Experience of interpreting and manipulating large data sets of financial and programme information.
  • Strong change management ability to deliver successful outcomes for internal change projects.
