Highways England is currently recruiting for a Procurment Delivery Officer / Procurement Specialist to be based in Darlington, Penrith.
Highways England's business model uses our supply chain to deliver the majority of services to the strategic road network. The Commercial and Procurement Directorate (C&P) is responsible for developing and owning the processes, systems, intelligence and staff capability which enable the Company to function as an intelligent client across its contracted relationships - in particular through contractors, maintaining agents, consultants and other services providers. The Directorate ensures greater value from operating, maintenance and improvement expenditure by building strong collaborative working relationships with our suppliers, by running effective and compliant procurements and by supplier performance management. The Directorate leads on the Company's commercial, supply chain and procurement strategies and intelligence to support value-for-money decision-making to provide the effective delivery of high-quality services to road-users.
The Procurement Division is responsible for determining and implementing contract strategies to deliver value for money across the whole range of the Company's purchasing requirements. It has responsibility for the identification of the best suppliers to deliver Highways England's needs, for implementing performance measurement across the supply base and for working, in conjunction with other parts of the Company, with suppliers to improve performance and achieve best value.
Procurement Delivery is responsible for providing operational procurement services to their business partners. This includes discussing business requirements and specifications, agreeing procurement strategies with business partners (including criteria for selecting suppliers), publishing where appropriate (such as the Official Journal of the European Union, OJEU), selecting tenderers, producing tender documents (including supplier performance measures, managing the tender process, evaluating tenders, awarding the contract, supporting business partners post-award and resolving disputes if they occur, to support improvements in project and commercial management.
Proficiency in a range of office software products to enable production / maintenance of a range of complex documents, spreadsheets and management reports.
• A strong track record of delivering outcomes and achievements in a customer focussed organisation.
