Job Description

Highways England is currently recruiting for a Planning Manager (Heathrow) to be based Birmingham, Guildford, Bristol .

This post is required as a result of the Government’s commitment to deliver additional airport capacity in the South East.   The Government announced in October 2016 that a 3rd runway at Heathrow was their preferred option and, subject to public consultation and Parliamentary approval of a new aviation National Policy Statement later this year, Heathrow will be able to begin the formal process of seeking planning permission, which includes further consultation with local communities.  There a numerous substantial impacts on Highways England on the SRN and this is role is required to lead the co-ordination and sponsorship of a range of activities. Externally, the role holder will promote the Company’s position and build reputation through visible and effective partnerships with Heathrow Airport Limited, DfT,  transport and planning authorities and other affected, key strategic stakeholders at all levels including technical engagement with senior officials.  Internally, the role holder will lead the co-ordination and assessment of Heathrow impacts on the Strategic Road Network, supporting the Senior Planning Manager through the formation of the strategy for key stakeholder engagement and work to understand and reduce the risks to company performance. The role holder will sponsor key elements of the design, direction and implementation of a number of projects, transformation activities and services (i.e. the programme) that develop viable solutions that align with the strategic objectives of the business and will support the Company’s involvement in the Development Consent Order process.  

Key responsibilities:

  • Leadership -Be a visible point of contact for technical engagement on key elements of the Heathrow Airport Expansion project, assist teams across the Company affected by Heathrow and provide information, advice and guidance.  
  • Stakeholder Management -Develop visible and effective partnerships with senior staff in DfT, Heathrow Airport Ltd, affected highways authorities and key strategic stakeholders, taking an engagement role with Heathrow Airport Ltd management by the implementation of jointly agreed solutions that secure best value and mitigation of impacts on the Company’s Key Performance Indicators.  Further stakeholder management in liaising with local highway authorities, transport authorities and other major stakeholders, to assist in driving behavioural change and message delivery to address some of the anticipated impact of Heathrow construction activities on or around the SRN.
  • Governance - Work within defined governance structures to provide timely and effective performance reporting to enable decision making and identification, management and escalation of risk through the chain of management command for ultimate escalation if required to the Executive Committee and Chief Executive through the established governance structure.
  • Resource Management - Assist in developing resource plans across organisational functions, ensuring knowledge and competence is maintained to deliver business objectives to ensure deadlines presented by the DCO process or consultations on all aspects of the Heathrow project are delivered to time using the appropriate resources.
  • Programme Management and Sponsorship - Sponsor key technical initiatives and collaborative projects and programmes as required to deliver projects that meet Departmental aims, Company performance targets and Heathrow objectives. Sponsor cross-HE workstreams to ensure that the impacts of the Heathrow project are fully understood and mitigated and that the integrity of the SRN is protected.
  •   Analysis and Use of Data to support Communication - Make constructive use of effective network impact assessment to inform conversation and driving decision-making regarding the engagement with stakeholders, customers and other impacted groups, affected by Heathrow construction works.  Make assessment of other longer term post-construction impacts which will have consequences for the development of the SRN.
  • Analysis and Use of Data to support Performance Measurement - Make constructive use of effective network impact assessment to inform decisive action and assist in safeguarding operational efficiency of the network during and after the construction of the Heathrow project.  Assist in informing business and tactical decision making and performance improvement through defining and commissioning services from specialist resources within Highways England to achieve efficient collection and effective analysis of data and intelligence to identify impacts of Heathrow construction on Highways England’s performance.
  • Safety - Drive improvements in health and safety performance ensuring effective practice is championed to all staff and partners and carry out any tasks in a safe manner as an example to others.


  • Cross-Directorate knowledge of Highways England, including organisational structures and processes.
  • Knowledge of the Heathrow expansion project the development Consent Order process.
  • An understanding of the strategic, policy, operational matters and the cross cutting issues concerned with the SRN
  • An understanding of delivering the road programme, including an understanding of the risks and challenges involved in delivering major investment and/or operating a major infrastructure network.
  • Leadership skills and values consistent with those of Highways England
  • A background in project management and project development
  • Experience of transport planning, operations or strategy
  • Ability to prioritise to meet deadlines
  • Ability to work collaboratively, with a range of colleagues both in the wider organisation and externally
  • Good interpersonal, oral communication and presentation skills
  • Good stakeholder management and influencing skills and the confidence to challenge others, including senior colleagues, where necessary
