Job Description

Are you an outstanding communicator who has significant experience of implementing governance standards within a PMO or project environment? Do you have proven experience of maturing systems and processes to enhance delivery in a complex environment?

Highways England is seeking a credible and influential individual to drive up the governance and assurance standards and practices across the programme.

Background

The Complex Infrastructure Programme was established in 2014 to create a focus within Highways England to grow the expertise and capability to deliver large and complex Projects. The Programme has a strong focus on growing expertise and capability through learning and developing best practice from across the Projects.

The Complex Infrastructure Programme is a £7-8bn Programme currently comprising of three Projects; the A14 Cambridge to Huntingdon Improvement Scheme, which started construction in 2016 and the Lower Thames Crossing and A303 Stonehenge schemes, both of which are in their earlier options phase. 

The role

The governance and assurance of projects and programmes is a fundamental part of organisational design and management and, if carried out well, it provides both internal and external stakeholders and regulators greater confidence in overall delivery.

Working as part of the Programme PMO team, the post holder will be responsible for developing and leading the programmes governance and assurance standards. You will be required to work collaboratively with the Project teams and Portfolio Office to ensure effective planning and co-ordination of governance.

You will develop and mature a consistent approach to assurance management and reporting, as well as support the implementation of systems and process to help mature delivery across the programme.

The responsibilities of this role are:

  • To contribute to maturing the systems and processes and building the capability of the PMO function across the programme
  • To act as delegate for the PMO Lead in their absence
  • To implement and communicate consistent governance standards across the programme, including information management, meeting management practices, terms of reference
  • To work with project teams to ensure effective planning and co-ordination of governance meetings, working to drive up on-time submissions of papers
  • To co-ordinate the submission of quarterly DfT reporting requirements, working to improve the consistency and standards of reports
  • To work collaboratively across the programme to establish a quality assurance approach and plan
  • To support the development and ongoing reporting of the Finance, Risk and Assurance Group (FRAG) reviews
  • To act as a champion on behalf of CIP for the Project Control Framework (PCF) inputs, reviews and adherence
  • To be a central point for gateway reviews, ensuring that corrective actions are completed by the projects in the appropriate timescales and the relevant mandatory training is complied with.
  • To provide a CIP Programme plan and governance forward look schedule
  • To support the co-ordination and management of external and internal audit
  • To line manage a team providing PMO delivery support and programme secretariat
  • To contribute to maturing the systems and processes and building the capability of the PMO function across the programme
  • To act as delegate for the PMO Lead in their absence

You will have:

  • Experience and understanding of PMO delivery and/or Project Management in a complex environment.
  • Experience of implementing process and system changes.
  • Ability to develop effective relationships with clients, shareholders and stakeholders.
  • Being creative in solving problems and influencing decision makers.
  • Ability to engage and inspire a high performing team.
  • Hold or able to attain a recognised project or programme management qualification or equivalent relevant experience.
  • Demonstrate experience as line manager, mentor and/or coach to develop talent, skills and competence
  • Experience of implementing improved methodologies and governance.
