About Us

Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads – boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.

Job Description

We are looking for two Intelligent Transport Systems (ITS) Engineers / Senior Traffic Technology Engineers to join us as Technical Content Specialists within our Intelligent Transport Systems Group in Professional Technical Solutions (PTS) based from our Bristol, Manchester, Bedford or Birmingham Highways England offices.

As an overview, PTS supports our operational delivery by developing standards and providing specialist technical advice.  As part of this, The Operational and Sustainable Technologies teams are part of the Intelligent Transport Systems group.  The teams trial and evaluate new technology equipment or review and enhance existing technology systems or devices.  As part of this we’ll need to make sure our requirements and advice documents take account of developments in connected and autonomous vehicle technology and infrastructure. This is exciting, innovative, cutting edge work and you’ll be at the forefront!

In this role as technical content specialist, you’ll be working on a high profile and high value piece of work – to review and update the Design Manual for Roads & Bridges (DMRB) which will radically improve the quality and validity of this key document and therefore have tremendous implications for our industry sector. As a subject matter expert within traffic technology or intelligent transport systems, you’ll use this expertise to prepare and review content, working with technical specialists to peer review and lead the changes required.

Whilst your role is initially concerned with the DMRB, you will still be very hands on within the team as a Senior Engineer, where you’ll apply your expertise in the areas of research and development or technical documentation, ensuring it reflects industry best practice, encourages innovation and wherever possible creates efficiency.

Autonomous and with excellent attention to detail, you’ll fit well within our niche team of 7 specialists where we’re looking for capability over existing knowledge – you don’t need to be an expert in all areas to make a valuable contribution, we are happy to develop the right person and are open to flexible working such as job sharing and working from home.

If this sounds like your next career move, please demonstrate (by way of examples) how you meet the following criteria:

  • A degree in a relevant technical discipline e.g. BEng (Electrical) and/or  experience of designing and developing technical documents or standards
  • Experience of leading the development of technical documents working with a range of internal and external stakeholders
  • Excellent written skills with the ability provide advice and guidance to Technical Specialists on how to translate complex subject matter into clear and understandable written information
  • Knowledge and experience of some or all of:
  • Design Manual for Roads and Bridges (DMRB)
  • TSS Plans Registry documents – this includes specifications for works, equipment and testing, as well as technical drawings and diagrams
  • Construction Product Regulation, Low Voltage Directive and/or the Electro-Mechanical Compatibility Directive
  • Public Procurement Directive and the Public Contract Regulations 2015
  • Technical Standards and Regulations Directive
  •  (DESIRABLE) Project Management qualification and experience of working in a structured project management environment delivering successful projects and managing a range of demands

Interviews will take place on 20th & 21st February 2017 in Birmingham and you will be informed by 10th February if you have been successful in being shortlisted for interview

All applications must be accompanied with a current CV which will be used to assess your suitability for the role. Please ensure all the skills, experience and qualifications requested are clearly demonstrated in your CV as explained in the body of the advert

Please note that Highways England reserve the right to close the advert before the advertised closing date should a sufficient response have been received.  Therefore, please complete your application as soon as possible to avoid disappointment.
