About Us

Highways England is the new government owned company responsible for driving forward our motorways and major A roads.  This includes; modernising and maintaining the highways, running the network and keeping traffic moving.  Over recent years, investment in our highways has increased.  This has led to advances in technology, such as smart motorways; enabling traffic to flow better.  However, even more is yet to be done.

Professional & Technical Solutions (PTS) is responsible for providing specialist technical advice. PTS acts as the internal client with other directorates who are accountable for the operation and delivery of the strategic roads network, and are responsible for the company’s best practice approach to strategic road management and design, providing specialist technical support (including Health & Safety) to achieve work set out in the our business plan. We also improve and develop tools and guidance for trunk road management, operation and design, promote and manage Highways England research and development programme to encourage the implementation of new ideas and innovation.

Job Description

We are currently recruiting for two Health and Safety Auditors to join us in Manchester or Bedford.

You will undertake a full range of Health and Safety based compliance audits and inspections of employee and supplier activities, to determine the extent to which health and safety risks are being managed and initiatives are being implemented.

You will also follow up on arising remedial actions and ensuring close out in a timely manner and provide feedback on improvements that may be made to Health and Safety risk management systems.

Key Responsibilities:

  • Identify recommendations for changes in policies, procedures and working practices, help monitor the review and revision of health and safety policies and procedures to ensure continued compliance with all legal and other relevant requirements in conjunction with members of health & safety teams.
  • Preparing and drafting reports of audit activities for key stakeholders.
  • Following up on remedial actions and closing them out in a timely manner to ensure compliance overall with other health and safety management systems.
  • Liaise with other auditing teams as appropriate, to ensure the effective coordination of the auditing function.
  • Working with Audit and Assurance Division to ensure programmes of work are properly directed.
  • Liaising with the Company Secretary and others to produce cyclical and ad-hoc reports on compliance and assurance.

Skills and Experience:

  • Strong analytical skills with an ability to make considered decisions without sometimes having the full range of data
  • Able to self manage, customise audits to suit the need, deliver value in the form of tangible output.
  • Experience of delivering health and safety audits and close out actions in construction and/or high risk environments e.g. COMAH sites, petrochemical, pharma, utilities, aviation, rail.
  • Experience of implementing health and safety managements policy and a strong knowledge of health and safety legislation specifically the Management of Health and Safety at Work Regulations 1999, CDM15, RIDDOR
  • Ability to write and manage reports for a variety of stakeholders including the Board and Executive.
  • High degree of attention to detail, tenacious and able to develop improvement opportunities across the business, good problem solving skills and excellent customer service mindset.
