Job Description

Highways England is currently recruiting for a Head of Strategic Projects to be based Leeds, Manchester, Birmingham, Bristol.

To lead Highway’s England’s engagement with and response to significant external projects (for example High Speed 2 and South East Airport Expansion), which will impact on the Strategic Road Network to ensure all risks are managed and opportunities exploited.  To commission and sponsor future major Highways England projects, to assure delivery and to ensure the benefits are realised. 

Key responsibilities:

  • Engagement and Collaboration - Lead constructive relationships with external project promoters and private operators to understand plans and proposals which may impact on the Strategic Road Network.  Influence those organisations to ensure outcomes which are acceptable to Highways England.
  • Strategy Development - Develop Highways England’s approach to the strategic projects, including the provision of its input into the statutory planning processes.
  • Risk and Opportunity Management - Identify and manage the risks to the SRN and Highways England arising from the strategic projects and maximise the opportunities that they afford.
  • Project Development and Sponsorship - Identify, initiate and develop specific projects required by Highways England to manage the impact of the strategic projects on the network.  Sponsor the delivery of projects delivered by Major Projects for future RIS periods.  Prepare business cases for investment.
  • Programme and Project Management - Lead a programme of work in relation to the strategic projects, including transport assessment, input to the statutory processes and the development of specific projects on the network.                                                                                           
  • Stakeholder Management - Work with key stakeholders and partners to ensuring consideration of their needs and to secure consensus to the future direction.
  • Leadership - Lead a team of 10 professional planning and project managers, and contribute to the overall leadership of the Division.
  • Health and Safety - Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts

Experience/Skills/Qualifications:

  • Knowledge and understanding of transport sector services in relation to the Services within the Directorate
  • A comprehensive understanding of the strategic, policy, operational matters and the cross cutting issues concerned with the SRN
  • A good understanding of delivering the road programme, including an understanding of the risks and challenges involved in delivering major investment and/or operating a major infrastructure network.
  • Leadership skills and values consistent with those of Highways England
  • A strong background in project planning, delivery and risk management
  • Significant experience of the statutory processes involved in the approval of major infrastructure schemes
  • Significant experience of providing support and challenge at a senior level
  • Excellent people management skills, including upward management of senior staff
  • Ability to work collaboratively, with a range of colleagues both in the wider organisation and externally
  • Excellent interpersonal, diplomatic, oral communication and presentation skills
  • Significant experience of managing other staff and co-ordinating workloads across teams, including those not directly managed, to achieve maximum efficiency
  • Strong stakeholder management and influencing skills and the confidence to challenge others, including senior colleagues, where necessary
