Highways England are currently recruiting a talented Head of Quality Management to be based in our Birmingham Office.

Role Purpose:

  • As Head of Quality Management this role is charged with ensuring Highways England provides a governance framework for Quality Management to deliver its Smart Motorways Programme (SMP) in a safe, customer and delivery focussed manner.  
  • The role will ensure a strategic programmatic approach to Quality Management is developed and embedded into the Smart Motorways Programme.
  • It will look to continuously improve the people capability, behaviours, culture, tools, processes and systems specific to Quality Management. The role will focus on both line management of a team of Quality Managers across the programme, in a standardised approach, whilst engaging corporately with the organisation and developing Highway’s England’s in-house capability to Quality Management.
  • The post holder will chair the Smart Motorways Programmes Quality Forum, reporting into the Smart Motorways PMO Director and Smart Motorways Programme Board


Driving improvements in health and safety performance where practicable

Demonstrate and engender Highways England values; Safety, Integrity, Passion, Teamwork and Ownership.

Work with PMO team to develop and deliver corporate SMP objectives

Establishing and refining a Programmatic Quality Management strategy specific to the Smart Motorway Programme to ensure ongoing control of quality, assurance and governance

Work with the PMO team to articulate the SMP quality vision and strategy

Line management responsibility for a core team of Quality Managers, ensuring a consistently high quality of service

Develop close working relationship with the SMP PMO management team, to ensure quality requirements are fully understood and addressed at both Project & Programme level

Developing in-house Quality Management capability.

Act as the focal point for developing Quality Management tools and systems at a Project, Programme and Portfolio level for the Smart Motorways Programme, working with external consultants where required to embed new corporate wide systems and tools when deployed

Provide professional and technical quality management guidance and advice to SMP PMO and wider programme team / service areas

Through robust quality management drive measurable results in terms of reducing Highways England exposure across the Smart Motorways Programme.

You will have:

  • Demonstrable experience of managing programme Quality Management in a major multi-disciplinary environment
  • Demonstrable experience of the International Standards for Quality Management Systems; EN ISO 9001-2008 and developing & operating systems that are fully compliant to these standards
  • Experienced in driving change programmes specific to embedding Quality Management processes, tools, systems and people capability
  • Experience of capturing and analysing Quality Management data both at a project and programme level
  • Knowledgeable in various forms of contract, specifically NEC and the various treatment of quality as a consequence of varying contracts
  • Demonstrable experience of working in multi-million pound programmes, providing and driving strategic improvement plans and consistency of approach at programme and project levels
  • Demonstrable evidence of quality delivery solutions in a complex organisation linking performance to commercial outcomes
  • Experienced in working in a highly regulated industry environment
