Job Description

Highways England is currently recruiting for a Head of Next Road Investment Strategy (RIS) Design and Delivery to be based nationally.

This is a specialist role responsible for designing and driving forward successive Road Investment Strategy (RIS) planning cycles to ensure Highways England secures a deliverable forward investment programme that is consistent with its long-term strategy for the network.  This will involve shaping the company’s role in future RISs and developing the relationship with all delivery teams to understand future demands and current delivery risks and to refresh the pipeline of scheme design and delivery.  This will ensure future RISs are formulated based on a clear understanding of financial and delivery pressures as well as wider growth and transport goals, and will establish a clear blueprint for future RIS development. 

Key responsibilities:

  • Lead the development of future Road Investment Strategies, taking account of current and future commitments, through effective leadership of key RIS2 programme workstreams; including the Strategic Road Network Initial Report, the Strategic Business Plan and the underpinning business case.
  • Lead the negotiation of future RISs, including the terms of the next performance specification, representing Highways England’s requirement to secure a deliverable programme linked to realistic success measures, and performance outcomes that meet customer needs.
  • Build and maintain appropriate engagement at all levels within the operational business to ensure the next RIS is founded upon a detailed knowledge of current delivery expectations, and that the wider strategy is based on an in-depth understanding of future national, regional and local network needs.
  • Engage technical and professional specialists, in Strategy and Planning and other parts of the business, to ensure that the development of future RISs is based upon sound analytical understanding of the impact, benefits and outcomes of the full range of the company’s portfolio of investment.  
  • Engage with the RIS2 Programme Director responsible for leading high value external consultants supporting the programme workstreams, to ensure delivery of outcomes in challenging timescales and at efficient cost and that the delivery of workstreams is integrated within the wider programme.
  • Lead a group of four teams responsibly and proficiently, providing effective line management to direct reports including setting, monitoring and reporting on clear objectives on delivery and behaviour targets.
  • Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts


  • Experience of developing investment strategies and plans in a highly visible, transparent and scrutinised environment or similar for a regulated/monitored company.
  • Track record of influencing Government agendas – with evidence of leadership and influence to deliver outcomes
  • Leadership in a changing environment, illustrating an open, transparent and collaborative approach to external and internal relationship building and management.
  • Strong communication skills and robust evidence of senior level engagement. Experience of presenting complex and technical matters at Executive level. Capability to relay complex and detailed technical information to a non-technical audience.
  • A bachelor level degree, or equivalent qualification and in excess of 5 years’ experience working in a strategy development environment.
  • Sound advisory skills, including the ability to communicate effectively with leadership and senior staff members.
  • The ability to understand complex analytical, financial and technical activities and be able to interpret this to underpin delivery of strategies.
  • Strategic business acumen to ensure programmes are practical and are consistent with the direction set for the company
