Job Description

Highways England is currently recruiting for a Head of Business Strategy & Improvement to be based nationwide   

The Strategy and Planning Directorate is responsible for developing the future vision and direction for Highways England, both in respect of its management of the Strategic Road Network (SRN) and the development of Highways England as an independent, government owned company.  This new senior role is responsible for two service areas aimed at securing ongoing success for Highways England:

  • Shaping, developing and embedding a Corporate Delivery Strategy for Highways England to ensure that corporate processes, systems and people support delivery of the strategic aims of the company and SRN. 
  • Leading continuous improvement of corporate processes, policies and approach to optimise efficient delivery of corporate remit and current programmes, projects and services.

Both of these roles will be carried out in partnership with colleagues in HR, Organisational Design, Secretariat, Chief Information Officer, Regulatory Compliance and Audit and Assurance teams. 

Key responsibilities:

  • Lead the development of a Corporate Delivery Strategy and implementation plan for Highways England to ensure the skills, capability, structures, processes and ways of working of the company and its supply chain enable it to effectively and efficiently fulfil its license, remit and commitments, deliver its programme and remit to agreed performance standards, and meet expectations from customers and stakeholders. Ensure that this Corporate Delivery Strategy remains relevant over time.
  • Maintain an overview of change and business improvement initiatives across the company, ensuring that these work together to contribute to delivery of the Corporate Delivery Strategy. Identify and plug any gaps to ensure delivery of the full strategy.
  • Through ongoing stakeholder engagement and by scanning threats and opportunities, provide advice to the Executive Committee and Board on the appropriate corporate response to ensure that people, processes and systems continue to provide a quality service and deliver the strategic aims of the company and SRN.
  • Work with customer service colleagues to facilitate the contribution of internal and external stakeholders and partners, including statutory organisations and road user groups, so that their areas of expertise are understood and evaluated in the context of the future direction, strategy and investment programme for the company.
  • Ensure the delivery of capability requirements set by ORR, including from their programme of reviewing Highways England efficiency and capability, to embed capability management assurance and business transformational change.  This includes scoping and leading work on capability assurance to ensure planning for the next Road Investment Strategy (RIS) is comprehensive, coherent and deliverable, considering existing on-going activity within the organisation as well as other major initiative across the Infrastructure sector.
  • Oversee continuous business improvement in delivering proactive interventions to ensure we achieve improvements in current and future performance against company objectives.

Experience/Skills/Qualifications:

  • Experience of delivering change and business improvement in complex organisations.
  • Experience of developing strategy and policy for delivering change 
  • Evidence of having built and maintained senior relationships with a range of internal and external stakeholders.
  • An understanding of different delivery models in the infrastructure environment
  • Able to demonstrate the ability to communicate with senior managers and decision-makers at the highest level.
  • Knowledge of working with Government and operating in highly scrutinised, monitored/regulated environment.
  • Evidence of effective procurement and contractor management.
  • Proven ability to understand complex analysis and apply this to the development of strategy or policy in a public body / regulated environment
  • Experience in developing & implementing target operating models, and business change/transformation programmes
  • Experience in developing & delivering partnerships and joint strategies within complex partner organisations.
  • Specialist business qualification (e.g. MSc, MBA, MPA or similar) would be beneficial but not essential, and relevant professional membership(s) would also be beneficial but not essential.
