About Us

Highways England is the new Government company that operates, maintains and improves England’s network of motorways and major A roads. This network is around 4,300 miles long and while it represents only 2 per cent of all roads in England by length it carries a third of all traffic by mileage as well as two thirds of heavy goods traffic, making it the backbone of the country.

We have around 3,500 staff based in seven offices around the country including a uniformed Traffic Officer Service.  Highways England is held to account by two bodies who act on behalf of the public – The Office of Rail and Roads monitor the performance of our highways and Transport Focus champion the needs of road users.

Job Description

The programme

Join our three-year graduate training programme and you’ll acquire all the skills and knowledge you need to achieve chartered status. You’ll get to take up on-the-job training placements complemented by professional training.


The role

As a Human Resources (HR) Graduate, you’ll be responsible for helping the HR Directorate to deliver services and projects to meet a wide range of business needs. Supporting change initiatives and taking care of everyday queries across all HR disciplines, you’ll support the learning and development agenda as well as carrying out research and analysis. Working to demanding deadlines will be par for the course, and we’ll look to you to contribute at an exceptional standard. Continually improving outcomes, you’ll develop and use best practice, to apply theory effectively in a practical environment.



You hold a degree in an HR or business management area, or equivalent, at a 2:2 level or better. Ideally you’re also a member of the CIPD, and have six months (or longer) work experience in an HR or customer service environment. A great communicator, your verbal, written and social skills are equally strong. You're also an adept problem solver, able to analyse and implement changes to service delivery to demanding deadlines, and you’ll always be helping us to improve. Flexible and keen to travel, you're keen to get your career moving in a challenging, yet highly rewarding, role.
