Job Description

This role is charged with ensuring Highways England provides and operates a strong governance framework to deliver its Regional Investment Programme (RIP) in a safe, customer and delivery focussed manner.  

The role will ensure compliance with its approved baseline and establish and operate change control process to ensure all changes are assessed for impact on time, cost, scope quality and benefits before timely acceptance or rejection.

Day to day:

  • Demonstrate and engender Highways England values; Safety, Integrity, Passion, Teamwork and Ownership.
  • Act as custodian of the RIP Performance Measurement Baseline and control changes to it.
  • Establish and operate RIP Change Control process in line with Major Projects and Highways England Processes and Delegations
  • Liaise with the Capital Portfolio Team to ensure requests for changes to the shareholder baseline are clear, impact assessed and dealt with in a timely manner
  • are clear and resolved in a timely manner
  • Facilitate the RIP Change and Governance meeting
  • Work with the Regional PMO teams to ensure approval requests are included on the IDC agenda, are reviewed by appropriate management, and data included aligns with previous approvals and baselines

About you:

  • Experience of working in a multi project environment.
  • Strong Analytical skills
  • Strong IT skills – advanced skills in Excel, PowerPoint and Oracle reports.
  • Experience of Earned Value management techniques
  • Ability to influence and challenge senior leaders
  • Experience in Programme and Project Management roles
  • Strong interpersonal skills, including verbal and written communication.
  • Demonstrable ability to form and develop positive, helpful, responsive and supportive relationships with supply chain, regional teams and other HE departments.
