Job Description

Direct the delivery the Smart Motorways future operations, innovation and Business Improvement strategy  with responsibility for the development of a fully integrated cohesive plan to deliver a step change in the way the industry delivers the Smart Motorway product, improving upon productivity and product  and which delivers the divisional efficiency targets.  Direct the performance of project teams, external contractors and consultants, and championing a collaborative approach.  Ensuring adherence to effective governance, quality assurance, health and safety, technical and specialist standards across the supply chain and Highways England, to ensure successful delivery of a fit for purpose alliance model and acting in line with mandatory and delegated responsibilities.

Day to Day:

  • Develop, own and maintain strong collaborative relationships with the SMP programme Board and key stakeholders to ensure full mutual understanding of the future strategic and delivery objectives, to report on and review performance, to agree solutions that resolve complex issues and to generate support for new alliance model.
  • Ensure full compliance with Highways England governance arrangements, clarifying roles and responsibilities within the delivery teams holding them to account for creating and producing timely and accurate reports and maintaining specified records.
  • Direct  the production of and approve project plans, to ensure that all activities are appropriately organised to deliver process, product and business improvement objectives, are appropriately resourced to deliver the required outcomes, and comply with locally defined procedures.
  • Ensure Quality Assurance and overall integrity, focusing on the internal consistency of the developed processes and products, on its coherence and interfaces with other programmes and portfolios of work, and its consistency with corporate technical and specialist standards.
  • Inspire, lead and motivate senior team members to ensure effective performance is delivered and to support their personal development.

About you: 

  • Thorough understanding of Highways England business and organisation
  • Extensive experience of leading people and teams to successful delivery of a programme of complex, and/or high profile projects and programmes.
  • Extensive track record of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
  • Extensive track record of developing successful change programmes
  • Has experience operating within complex matrix organisations
  • Strong evidence of commercial skills with proven ability to negotiate and manage negotiations to deliver outcomes and drive value for money
