Job Description

Highways England is currently recruiting for a Data Analyst to be based in Birmingham.

 Highways England's business model uses our supply chain to deliver the majority of services to the strategic road network. The Commercial and Procurement Directorate (C&P) is responsible for developing and owning the processes, systems, intelligence and staff capability which enable the Company to function as an intelligent client across its contracted relationships - in particular through contractors, maintaining agents, consultants and other services providers. The Directorate ensures greater value from operating, maintenance and improvement expenditure by building strong collaborative working relationships with our suppliers, by running effective and compliant procurements and by supplier performance management. The Directorate leads on the Company's commercial, supply chain and procurement strategies and intelligence to support value-for-money decision-making to provide the effective delivery of high-quality services to road-users.

Commercial Services provides the contract formulation, cost estimating, contract management and risk & resolution management that enable the Company to act commercially as an intelligent client in managing its internal resources and external supply chain. The team develops commercial models that drive the supply chain behaviours required to deliver the Business Plan objectives, and supports project teams in estimating, negotiating costs, managing performance, administering contracts and resolving disputes from a position of strength. That strength is built upon experienced and professional staff, commercial intelligence, structured data, consistent and validated methodology and numerate and objective performance reporting. It is progressively using its estimating and cost intelligence databases to support Major Projects, the Operational Directorate, Professional &Technical Services and with our Monitor the Office for Rail and Road (ORR). These services are coordinated by Commercial and Performance managers supporting internal clients in each region, building on the central teams based mainly in Birmingham.

Commercial Intelligence(CI) is responsible for improving Highway England’s capability as an intelligent commercial client. It achieves this by maintaining robust cost capture processes, reporting unit cost movement and reviewing all aspects of the cost base to determine underlying trends, reasons for cost movement and efficiency opportunities. It is also responsible for commercial assurance and control of the end to end efficiency delivery process including the commercial interface with ORR in connection with the efficiency target.   

Key responsibilities:

  • Support the team leader in the interpretation of complex commercial data.
  • Produce Unit Cost dashboards with reasoned advice supporting assertions.
  • Use previous experience of performance reporting to challenge robustness of data and identify ways to improve dashboards to aid future decision making.
  • Satisfy ad-hoc reporting requirements for our customers by converting complex data into simple to understand advice.
  • Co-ordinate and report on cost activities to ensure a consistent approach, to inform decision making and that opportunities for improvements and efficiencies are identified.
  • Liaise with other members of the Cost Intelligence Team and wider Commercial.
  • Division to continuously improve our service to clients.
  • Support move towards a Whole Life Cost approach rather than lowest capital outlay.
  • Produce complex price and cost models for predictive analysis.

Experience/Skills/Qualifications:

Proven track record in some (but not necessarily all) of the following:

  • Advanced Excel including VBA coding.
  • Experience of manipulating and structuring large data sets
  • Experience of applied statistical modelling.
  • Experience of carrying out analytical assignments at pace and to be able to communicate the results effectively.
  • Knowledge and experience of performance reporting and monitoring
  • Desirable: SQL, SAS, MATLAB, R Software.
  • Desirable – experience in the following sectors: Construction/Infrastructure/Utilities/Manufacturing
  • Degree or professional qualification in one of the following (or equivalent) disciplines – Maths, Engineering, Economics, Accounting & Finance, Surveying, Statistics, Science and demonstrable experience that meets the required skills and experience requirements as below

It is desirable although not essential for candidates to be willing to undertake or already part qualified towards one of the following professional qualifications:

  • Recognised accountancy qualification
  • Business Intelligence training/qualifications.
