Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.
Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads – boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.

We are looking for a Cost Intelligence Analyst to join our Commercial Intelligence Team in the Commercial Services division, within the Commercial and Procurement Directorate.
As an overview, the Commercial and Procurement Directorate (CPD) is responsible for developing and owning the processes, systems, intelligence and staff capability which enable Highways England to function as an intelligent client across its contracted relationships. As part of the directorate, Commercial Services provides; the contract formulation, cost estimating, contract management and risk & resolution management to facilitate this.
Here in the Cost Intelligence Team, our role is to capture key costs relating to improvement, maintenance and operations across MP (Major Projects) and Operations Directorates. A really valuable resource to the division, we convert cost data into information and intelligence, which informs the investment decisions of the organisation.
A pure Data Analyst, you will help build upon our existing cost database, developing, improving and expanding our data intelligence. There will also be the potential to set up new process and create new dashboards as our service offering develops, so your strong excel skills will really come to the fore.

• Proficiency in use of Microsoft Excel (ie a wide knowledge of varied formulas and graphics) to produce and maintenance a range of complex spreadsheets for performance reporting.
• Knowledge and experience of performance reporting and monitoring
• Ability to draw useful intelligence and trend analysis from complex sets of data
• Willingness to undertake (or already be part / fully qualified in) one of the following qualifications:
• Substantial experience as a data analyst OR a relevant degree / professional qualification in one of the following disciplines (Maths, Engineering, Economics, Accounting & Finance, Surveying, Statistics, Science (e.g. Biology, Geology, Geography etc) with a STATS or Economics background.
Interviews are planned to take place 2nd and 3rd February and you will be informed by 27th January if you have been shortlisted for interview.
