Job Description

Highways England is currently recruiting for a Cost Intelligence Analyst to be based in Birmingham.

Highways England business model uses our supply chain to deliver the majority of services to the strategic road network. The Commercial and Procurement Directorate (C&P) is responsible for developing and owning the processes, systems, intelligence and staff capability which enable the company to function as an intelligent client across its contracted relationships - in particular through contractors, maintaining agents, consultants and other services providers. The Directorate ensures greater value from operating, maintenance and improvement expenditure by building strong collaborative working relationships with our suppliers, by running effective and compliant procurements and by supplier performance management. The Directorate leads on the commercial, supply chain and procurement strategies and intelligence to support value for money decision making to provide the effective delivery of high quality services to road users.

Commercial Services provides the contract formulation, cost estimating, contract management and commercial intelligence that enables the company to commercially act as an intelligent client capability used to manage its internal resources and external supply chain. The Division develops commercial models that drive supply chain behaviours required to deliver Business Plan objectives and supports project teams in estimating, negotiating prices, managing performance, administering contracts and resolving disputes from a position of strength. That strength is built upon experienced and professional staff, commercial intelligence, structured data, consistent and validated methodology and numerate and objective performance reporting. It is also progressively using its estimating and cost intelligence capability to support Major Projects, Operations Directorate and Professional & Technical Services directorates.  These services are provided by Commercial and Performance managers in each region, supported by central teams based mainly in Birmingham.

The Cost Intelligence Team (part of the Commercial Intelligence group) captures key costs relating to improvement, maintenance and operations across MP and Operations Directorate. It converts cost data into information and intelligence to inform the Highways England cost database and related investment decisions. It works closely with Major Projects, Operations Directorate and Finance in developing and implementing cost management strategies and informing performance reporting.

Key responsibilities:

To work collaboratively within the Commercial Intelligence group and support internal clients by providing the following commercial input on investment decisions:

  • Evidencing of efficiencies to the independent roads monitor
  • Support analysis on unit cost movements, comparing current and historic schemes to ensure informed investment decisions are made.
  • Support analysis on bottom up efficiency claims.
  • Work as integral member of central efficiency group, leading on coordination of efficiency guidance and support designed to create an effective efficiency reporting process
  • Prioritise delivery of tasks according to business need maintaining continuous efficient work flow at all times
  • Responsible for providing administrative and analytical support to the central efficiency group ensuring capacity needs are covered and deadlines are met
  • Embed a strong customer focused culture through efficient practice and effective liaison with internal and external stakeholders to ensure timely and effective flow of reporting and information
  • Satisfy ad-hoc reporting requirements for our customers by converting complex data into simple to understand advice.
  • Update Unit Cost dashboards to convert data into intelligence to aid future decision making.
  • Liaise with other members of the Cost Intelligence Team and wider Commercial Division to continuously improve our service to clients
  • Analytically focused, able to perform ad hoc analytical tasks for the central efficiency group or wider efficiency community
  • Ability to work on own initiative.


  • Proficiency in use of Microsoft Excel to enable production and maintenance of a range of complex spreadsheets as well as other office software (i.e Word, Powerpoint)
  • Knowledge and experience of performance reporting and monitoring
  • Ability to draw conclusions from complex sets of data
  • Strong data management and auditing skills
  • Experience of providing cost analysis either for a minimum of two years OR a relevant degree or professional qualification in one of the following disciplines (Maths, Engineering, Economics, Accounting & Finance, Surveying, Statistics, Science (e.g. Biology, Geology, Geography etc).

Non-essential but desirable –

  • Proficiency in VBA Excel for macro and report building and SQL.
