Job Description

We are currently recruiting for a Business Change Manager to be in any Highways England office.

You will be Responsible, and reporting to the  National Roads Telecommunications (NRTS2) Business Change Authority on the Programme Board and working closely and reporting progress  through the NRTS2 Programme Manager.

The National Roads Telecommunication Services Business Change Manager will be responsible for  leading on the changes required to successfully embed all aspect of the new operating model with Highways England.

You will identify all aspects of Business Change and will be responsible for creating the new business structure, operations and working practises required to deliver the change and realise the benefits. You will also support the Business Change team, made up of representatives from the operational user base that will provide the capacity and understanding of the business impacted by the new NRTS2 operating model.

To support the NRTS2 Programme Manager to define, plan, lead and deliver the NRTS2 Programme  ensuring that the all stakeholders are fully engaged in support of the business in line with the overall 5 year Delivery Plan for Highways England.

Key responsibilities:

  • Defining the benefits including contributing to the benefits management strategy
  • Defining the future operating state of all the business areas
  • Preparing the relevant parts of the business for change including transition to new ways of working and implementing new business process as required
  • Identifying further  opportunities through the programme that deliver  benefits
  • Ensuring effective communications with all areas of business affected by changes from NRTS2 
  • Identifying changes that happen outside of the NRTS2 programme which may affect benefits and ensuring Implementation of mechanism by which benefits can be realised across business areas
  • Assessing and reporting on progress towards the realisation of the benefits
  • Reporting to the Business Change Authority on the readiness to change , achievements and outcomes
  • Advising and supporting NRTS2 Programme Manager on the projects and work streams required to deliver services required
  • Lead the NRTS2  Business Change activates working across the boundaries of HE ( including and not limited to MP , Operations and ITD )  integrating within  the wider HE  work to maximise efficiencies ;
  • Effective coordination of business change activities  and their interdependencies;
  • Managing and resolving risks around business change
  • Ensuring the underpinning frameworks, systems, processes and procedures are in place for NRTS2  to enable delivery, and aligned to the HE approach and operating model;
  • Support the NRTS2 Programme Manager to ensure that the NRTS2 programme/project delivers best value on a whole life basis, and maximises benefits to road users and the wider HE business, both during delivery, and following completion.
  • Drive improvements in health and safety performance.
  • Chair monthly business change board to review progress and receive  reports from Business Change teams .

Experience/Skills/Qualifications:

  • Significant experience of working in a operational business environment
  • Ability to prioritise in order to meet tight deadlines.
  • Understanding of  Highways England structure and NRTS arrangements
  • Able to engage effectively with range of stakeholder and staff with differing viewpoints.
  • Change Management Skills with experience to bring order to complex situations and maintain focus on programme objectives.
  • Negotiation skills  and strong  interpersonal skills
  • Proven change management ability to deliver successful outcomes for internal change programme/projects.
  •  Significant experience of working in a structured project management environment (preferably with an appropriate project Management qualification.)
  • Experience of managing business change and able to ensure benefits are delivered
