About Us

Highways England is the new Government company that operates, maintains and improves England’s network of motorways and major A roads. This network is around 4,300 miles long and while it represents only 2 per cent of all roads in England by length it carries a third of all traffic by mileage as well as two thirds of heavy goods traffic, making it the backbone of the country.

We have around 3,500 staff based in seven offices around the country including a uniformed Traffic Officer service in control centres and patrolling key areas of the network. Highways England is held to account by two bodies who act on behalf of the public – The Office of Rail and Roads monitor the performance of our highways and Transport Focus champion the needs of road users.

Job Description

Highways England has launched a new high profile programme of investment. In order to provide clear focus, this investment is being brigaded under a new directorate called the Regional Investment Programme (RIP). This programme is being staffed in an innovative way with a combination of technical and subject matter experts. For the purposes of this programme, England is being divided into three regions: North, Midlands & South West and South & East. 

The purpose of this role is to:

  • The ideal candidate will support in the successful delivery of a number of projects to ensure that they that meet key strategic KPI's to include efficiency, time and customer impact targets at both pre-construction and construction stage.

Your duties/responsibilities will be:

  • Support the feasibility, design and assessment work for proposed projects (e.g. this may include environmental impact studies and traffic modelling work etc) or support in the day to day delivery of construction phase projects
  • Input into the development of a business or value management case for new pre-construction projects
  • Plan and define project steps, scope project risks and issues, establish plans, reviews milestones and priorities
  • Generate solutions to overcome project obstacles and mitigate risk
  • Develop, update, monitor and report against detailed project plans identifying resource requirements and interdependencies
  • Help commission and manage expert and consultancy support as appropriate; and evaluate and act on such advice to ensure objectives are achieved
  • Identify, develop and implement and monitor day-to-day support for the project activities including contract compliance, risk management, financial management and reporting, document control and governance
  • Provide quality analysis and progress reporting to the Senior Responsible Owner, Project Board and other senior stakeholders
  • Help plan the migration of services from development into operations
  • Support the delivery of the Health and Safety policy and standards by assessing safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts
  • Model best practice project management approaches to colleagues and external stakeholders
  • Identify ways to reduce costs and generate ideas that promote continuous improvement and innovation across projects to ensure that work is conducted in manner that takes into consideration wider stakeholders including the customer of HE.

You will have:

Essential

  • Experience of project management in a complex environment (e.g. this might include facilities management or a technical administration background.
  • Experience of working with multiple stakeholders and good influencing and communication skills

Desirable

  • A recognised Project Management or other qualification.
