Job Description

Highways England are currently recruiting 6 talented Assistant Project Managers to be based in our Birmingham office. – Smart Motorways Programme

Role Purpose:

As Assistant Project Manager you will be required to support in the successful delivery of a number of projects to ensure that they that meet key strategic KPI's to include efficiency, time and customer impact targets at both pre-construction and construction stage.

Reports to Programme Manager/Project Manager. (Smart Motorways Programme)


  • Support the feasibility, design and assessment work for proposed projects (e.g. this may include environmental impact studies and traffic modelling work etc) or support in the day to day delivery of construction phase projects
  • Manage a project team, where appropriate
  • Input into the development of a business or value management case for pre-construction projects
  • Plan and define project steps, scope project risks and issues, establish plans, reviews milestones and priorities.
  • Generate solutions to overcome project obstacles and mitigate risk
  • Develop, update, monitor and report against detailed project plans identifying resource requirements and interdependencies
  • Help commission and manage expert and consultancy support as appropriate; and evaluate and act on such advice to ensure objectives are achieved
  • Identify, develop and implement and monitor day-to-day support for the project activities including contract compliance, risk management, financial management and reporting, document control and governance.
  • Provide quality analysis and progress reporting to the Senior Responsible Owner, Project Board and other senior stakeholders
  • Help plan the migration of services from development into operations.
  • Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts
  • Model best practice project management approaches to colleagues and external stakeholders
  • Generate ideas that promote continuous improvement and innovation across projects to ensure that work is conducted in manner that takes into consideration wider stakeholders including the customer of HE
  • Provide support to project Manager

You will have:

  • ·Proven experience of project management in a complex environment (e.g. this might include facilities management or a technical administration background.
  • Experience of working with multiple stakeholders and good influencing and communication skills.
  • Proven experience of working with large teams of suppliers and managing supplier performance
  • Proven experience of budget control and financial reporting on projects


·        A recognised Project Management or other qualification.
