Highways England is currently recruiting for 5 Assistant Planning Managers to be based in
The Network Planning Division has a growing workload across its portfolio and requires a number of Assistant Planning Managers to supports its work in developing a Network Strategy, a pipeline of major schemes for investment and to manage the impacts on the SRN of major external projects. Assistant Planning Managers will support Planning Managers in the planning, management and control of a specific area of Strategic Studies and/or Projects to deliver tangible outcomes to inform the future operation and/or development of the Strategic Road Network. The postholder will lead specific small projects, workstreams or packages of work.
Manage and support the delivery of Studies and Projects, through the management of specific workstreams and work packages
Assist in the planning and definition of project steps, scope project risks and issues, establish plans, review milestones and priorities and prepare project and programme reporting information for all key stakeholder groups informing them of progress. Actively manage risks and escalate issues in a timely manner to enable decisive response and mitigation activities. Develop clear and concise work packages and manage the performance of the project team against objectives, costs and milestones to ensure delivery of expected outcomes. Ensure quality assurance and overall integrity of the project or programme – focusing internal consistency, coherence and interfaces with other external programmes, and delivering outputs to meet corporate technical and specialists’ standards.
Develop and improve methodologies and procedures to deliver projects and key deliverables
Support the development and definitionof underpinning methodologies and procedure to optimise the effective use of technology, streamline resources and ensure outputs are fit for purpose to support network investment decisions and wider business requirements. Work collaboratively with key internal and external delivery partners to understand processes, capture requirements, identify and test improvements. Regularly review procedures to identify improvements and incorporate lessons learned to simplify processes and decision making.
Procure and manage consultancy contracts
Prepare business case and tender documentation, complying with relevant requirements, to ascertain internal support to procure technical consultancy. Support on the tender process and evaluation to recommend appointment of consultants. Manage the day to day activities of contractors for the project, monitoring performance, quality, resources and costs to ensure compliance and value for money. Provide timely and clear documentation to report early warning and recommend compensation events.
Promote projects with internal and external stakeholders and project reporting
With Planning Managers, promote the projects and ongoing progress with key internal and external stakeholders to engage support and provide a clear sense of direction and purpose in relation to the wider RIS programme and the work of key stakeholders. Prepare project and programme reporting information for all key stakeholder groups, tailoring reporitng to the audience in order to provide the approapriate level of detail and information for senior management, working groups and external parties.
Embed and advocate a PPM and Continuous Improvement
Utilise Project Programme Management methodologies and tools to deliver projects and programmes in a robust and consistent manner; and advocate a benefits realisation approach. Utilise business analysis techniques to support continuous improvement of procedures, processes and policies to enable efficiency savings and streamline resources.
Assist in the commisioning of delivery directorates to undertake project development activities and ensure that the work is undertaken in line with the requirements laid out in the brief and that strategic decisions are taken consistent with the Company’s Network Strategy
