Our focus in Operations is on developing and maintaining the Strategic Road Network to facilitate the government's growth agenda and support the nation on the road to recovery.

The Operations Division maintains and enhances the capability of the regional network assets.

The Asset Development process must demonstrate it has been driven by cost effective decision making, whilst managing the expectations of key stakeholders and taking account of wider government objectives for sustainable growth.

 

Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads – boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.

Job Description

Highways England is recruiting an Assistant Asset Manager based in our Manchester Office.  You will deliver our statutory planning functions, managing our review and response to planning applications; to support the identification, development and appraisal of network enhancement schemes; and, to engage with local stakeholders to inform our statutory planning role and the development of our network.

This is a Fixed Term Contract for up to 12 months with a possibility of extending.

Key responsibilities:

  • Support the delivery of our statutory responsibilities within the planning agenda.
  • Manage planningapplications received by Highways England, reviewing these – including commissioning external consultancy support as required – to recommend Highways England’s response.
  • Provide input into appropriate funding mechanisms to identify the future network enhancement needs, including reviewing study outcomes.
  • Carry out effective stakeholder engagement, particularly with Local Planning Authorities and developers, to ensure we fulfil our statutory planning role
  • Ensure that work commissioned through our spatial planning contract suppliers is clearly defined to satisfy task requirements.
  • Programme manage a suite of studies and modelling exercises to ensure Highways England has the right information to consider the future development of the network against the potential impacts of development
  • Provide timely and informative data to support reporting against performance objectives highlighting risks and issues to inform effective decision making.
  • Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts

Experience/Skills/Qualifications:

  • Hold professional membership and/or technical qualification in a relevant discipline e.g.: transport planning or transport engineering
  • Competence and experience in land use planning and associated legislation; knowledge of strategic highways in this context is desirable.
  • Experience of developing/delivering highways/infrastructure projects
  • Evidence of working successfully with senior officials within internal and external stakeholders and capable of engaging professional, technical and a range of other stakeholders.
