Our focus in Operations is on developing and maintaining the Strategic Road Network to facilitate the government's growth agenda and support the nation on the road to recovery.
The Operations Division maintains and enhances the capability of the regional network assets.

The Asset Development process must demonstrate it has been driven by cost effective decision making, whilst managing the expectations of key stakeholders and taking account of wider government objectives for sustainable growth.

Highways England is the new government owned company responsible for driving forward our motorways and major A roads. This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

Certainty of funding and greater flexibility will enable us to become a better business. In our first 5 years alone, we’ll invest £11 billion in motorways and A roads – boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than £1 billion by working more efficiently.

Job Description

Highways England is recruiting an Asset Manager based in our Manchester Office.  You will lead on the delivery of Highways England’s statutory planning functions; to lead the identification, development and appraisal of network needs in support of Highways England’s objectives and KPIs; and, to manage engagement with local stakeholders to inform our statutory planning role and the development of our network.

This is a Fixed Term Contract for up to 9 months with a possibility of extending.


Key responsibilities:

  • Deliver our statutory responsibilities within the planning agenda, including overseeing the work of an Assistant Asset Manager.
  • Lead Highways England’s review and response to planning applications in a defined geographic area, including resolving complex or contentious issues.
  • Manage network studies and enhancement schemes through the appropriate funding mechanisms, including optimising contribution opportunities from stakeholders and develop business cases, and secure procurement and investment approval to enhance the Strategic Road Network.
  • Identify future network enhancement needs, managing a programme of research and studies, in order to develop and appraise needs, progressing viable solutions into future network schemes, which form part of wider plans for the development of the Strategic Road Network.
  • Lead the engagement with Senior stakeholders within a defined geographic area to ensure that Highways England’s plans for developing the network are aligned to local, regional and national stakeholder plans and aspirations.
  • Actively influence Highways England Route Strategies, the Strategic Economic Growth Plan and the future Roads Investment Strategy to ensure they reflect stakeholder requirements and network enhancement needs.
  • Liaise with and influence Highways England’s Major Projects Directorate to ensure that schemes deliver the right outcomes for the region, in particular ensuring stakeholder aspirations are accounted for, and our environmental, cycling and accessibility objectives are met.
  • Manage resources to support effective delivery of responsibilities, including the effective contract-management of our suppliers, and programme management of our feasibility study programmes.
  • Work collaboratively and proactively across organisational boundaries, ensuring effective liaison between areas of operation to deliver against corporate and directorate objectives and KPIs
  • Ensure timely and informative reporting against performance objectives highlighting risks and issues to inform effective decision making.
  • Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts




  • Hold professional membership and/or technical qualification in a relevant discipline e.g. transport planning or transport engineering
  • Knowledge and understanding of Organisational delivery mechanisms for all categories of highway projects, renewals and the mechanisms that Local Authorities use to promote schemes and understanding of network performance issues
  • Competence and experience in land use planning and associated legislation; knowledge of strategic highways in this context is desirable.
  • Experience of developing/delivering highways/infrastructure projects.      
  • Evidence of working successfully with senior officials within internal and external stakeholders and capable of engaging professional, technical and a range of other stakeholders.
  • Evidence of effective people management, supervision, coaching
